Guizhou Bijie Finance Bureau： Building a Financial Big Data Platform to Help Financial Management Improve Quality and Efficiency

　　Since the beginning of this year, Bijie City Finance Bureau has actively explored the financial management mechanism of "system+technology", and made every effort to promote the construction of "Bijie City Financial Management Big Data Platform" to help improve the quality and efficiency of financial management.

　　First, strengthen overall planning and improve the system functional architecture.Adhere to the principle of "strengthening top-level design, insisting on demand-driven, integrating data resources and data value-oriented". At the beginning of the year, we planned the structure of data query, data analysis, data prediction, data early warning, data monitoring and data decision-making, and built a government financial management platform based on big data technology in three phases by 2025. At present, the first phase of the platform is under construction, and efforts are made to lay a solid foundation for data.

　　The second is to integrate data resources and build a financial data center.Coordinate and integrate financial budget revenue and expenditure management, treasury management, budget execution monitoring, financial accounting supervision, special fund supervision and other data resources to build the city’s financial big data center. At present, the city’s finance in the budget implementation, three guarantees, transfer payments and other business areas, to achieve fiscal revenue, fiscal expenditure, treasury data T+1 statistics and monitoring and early warning.

　　The third is to focus on unified construction and sharing and promote system integration and development.Based on the integration of budget management, the platform gathers the data of each county (district) in the budget execution system. On the basis of fully considering the business needs of cities and counties, expand and integrate the data of various business systems. Through personnel management and authority setting, financial users can quickly query relevant data, effectively avoiding repeated construction and waste of resources.

　　At present, the platform has collected the city’s financial data from 2021 to 2023, including endogenous data and macroeconomic data, to realize the sharing of internal data resources. After the platform is completed, it will provide sharing interfaces for other departments to improve the transparency of financial management.
