Recently, CPC Central Commission for Discipline Inspection made a briefing on the disciplinary review of the national discipline inspection and supervision organs in the first half of the year, and said a word in the briefing: talk and inquiry.
When taking stock of the work of conversation and correspondence, CPC Central Commission for Discipline Inspection pointed out in particular that since the 18th National Congress of the Communist Party of China, a total of 13 middle-ranking cadres have been pointed out in their reports that "when organizing conversations or correspondence, they did not truthfully explain the problems".
So, what is a conversation letter? What is the significance of this work supervision method? Who are these 13 middle-ranking cadres?
What is "conversation" and "letter inquiry"
As the name implies, "talk" means that the discipline inspection organ talks with the reflected person in response to the clues received, so that the reflected person can clarify his own problems.
"Letter inquiry" is different in form. It is mainly aimed at the clues received, and the discipline inspection organ sends a letter to the reflected person, asking the reflected person to give a written explanation of the reflected problem.

From this point of view, as one of the ways for the discipline inspection organs to deal with problem clues, it is also an important means to practice the first of the "four forms" of supervision and discipline. "Talk and inquiry" means that the discipline inspection organs deal with the problems with signs, tendencies and generality reflected in the clues in a timely manner through conversation or inquiry.
The fundamental purpose of this method is to catch the early and catch the small, and blame them at every turn, so as to prevent party member cadres from turning small mistakes into big mistakes and small problems into big problems.
Data from CPC Central Commission for Discipline Inspection show that in the first half of this year, the national discipline inspection and supervision organs had a total of 110,000 conversations and inquiries; The first form of supervision and discipline was used to handle 278,000 person-times, accounting for 56.6% of the total person-times handled by the "four forms".

We are not afraid of making mistakes. To err is human, and Communist party member is not a saint, whether it is intentional or unintentional, no one can keep a "stumble". Organizing a conversation or letter inquiry, honestly and truthfully explaining the problem to the organization, in exchange for the leniency of the organization, is responsible for the organization, but also for yourself.
However, some cadres always have their own reasons in mind, or they think that they are just receiving small gifts, and the problem is not big, so there is no need to explain it to the organization; Either you are lucky and deliberately hide the problem, thinking that you can get away with it; Either arrogant, facing organizational review, openly confronting and refusing to explain.

To paraphrase a movie line: "The consequences are very serious". For the organization, if you are given an opportunity and you don’t cherish it yourself, the organization will inevitably take more severe measures. We have all seen and deeply felt that since the 18th National Congress of the Communist Party of China, the central government has made a heavy attack on anti-corruption, ranging from deputy state-level cadres such as Zhou Yongkang to "ant greed" and "fly greed" such as village officials. No one has the privilege in the face of party discipline and state law.
For individuals, if they can put their minds right and take the attitude of changing what they have and encouraging what they don’t have, they will take the initiative to explain their situation to the organization. If there is no problem, the organization will naturally prove your innocence. If there is a problem, they can realize their mistakes and brake in time, and they can also unload their burdens and go back to battle.

Xia Xinghua: Former Party Member and Deputy Director of the Civil Aviation Administration of China.

Yang Zhenchao: Former Vice Governor of Anhui Provincial People’s Government.
Because of bribery, corruption and abuse of power, Yang Zhenchao was sentenced to life imprisonment, deprived of his political rights for life and confiscated all his personal property.
Lu Ziyue: Deputy Secretary and Mayor of Ningbo, Zhejiang Province.
With the approval of the Central Committee of the Communist Party of China, the Commission for Discipline Inspection of the CPC Central Committee filed a case review on Lu Ziyue’s serious violation of discipline.
Zhang Lifu: Former Deputy Director of the Standing Committee of Hainan Provincial People’s Congress
After deliberation at the meeting of the Standing Committee of the Central Commission for Discipline Inspection and reported to the Central Committee of the Communist Party of China for approval, it was decided to expel Zhang Lifu from the Party membership and determine his retirement benefits according to the metre.
Bai Xueshan: Member and Vice Chairman of the former Party Group of Ningxia Hui Autonomous Region Government.
