The "Plan" proposes that by 2025, the direct discharge of domestic sewage and the blank area of collection and treatment facilities in urban built-up areas will be basically eliminated, and the centralized collection rate of urban domestic sewage in the country will strive to reach over 70%;
The sewage treatment rate in the county reaches over 95%; Sewage treatment in water environment sensitive areas basically reaches the first-class A discharge standard; The utilization rate of reclaimed water in water-deficient cities at or above the prefecture level has reached more than 25% in China, more than 35% in Beijing, Tianjin and Hebei, and 30% in water-deficient cities at or above the prefecture level in the middle and lower reaches of the Yellow River Basin. The harmless disposal rate of municipal sludge reaches over 90%.
According to reports, in recent years, various regions and departments have vigorously promoted the construction of urban sewage treatment facilities, and the sewage treatment capacity and level have been significantly improved. However, the development of urban sewage treatment is not balanced enough. The sewage treatment capacity of some cities and more than 400 counties in China can not meet the demand, and about 40% of the established towns do not have the domestic sewage treatment capacity.
Promote the construction of urban sewage treatment and resource utilization facilities.
The Plan also proposes that during the Tenth Five-Year Plan period, it is necessary to adjust measures to local conditions, implement classified policies, and systematically promote the construction of urban sewage treatment and resource utilization facilities in accordance with the principle of government-led and market operation.
In the aspect of filling the short board of urban sewage pipe network, new centralized sewage treatment facilities will be added to build a sewage collection pipe network simultaneously to speed up the filling of the blank area of the pipe network. Carry out the diagnosis, repair and update of the pipe network, promote the systematic rectification of the area, and promote the transformation of mixed and missed connections of the pipe network in sequence. During the "Fourteenth Five-Year Plan" period, 80,000 kilometers of sewage collection pipe network was added and renovated.
In terms of strengthening the weaknesses of urban sewage treatment facilities, combined with the simultaneous construction of urban development, the scale of facilities construction in large and medium-sized cities can be moderately advanced, the construction of facilities in towns can be steadily promoted, and the combined overflow sewage rapid purification facilities can be built according to local conditions. During the "Fourteenth Five-Year Plan" period, the sewage treatment capacity was increased by 20 million cubic meters per day.
In the aspect of resource utilization, the urban sewage recycling facilities are planned systematically, and the reclaimed water pipe network is planned in advance to realize water supply by quality and object. Implement the regional reclaimed water recycling project. During the "Fourteenth Five-Year Plan" period, the production capacity of newly built, rebuilt and expanded reclaimed water shall not be less than 15 million cubic meters per day.
In addition, it is necessary to speed up the gap in sludge disposal capacity between cities and counties. During the "14 th Five-Year Plan" period, the scale of new sludge harmless disposal facilities will be no less than 20,000 tons/day.
Establish a diversified financial capital investment guarantee mechanism
In order to fully implement the "Tenth Five-Year Plan for the Development of Urban Sewage Treatment and Resource Utilization", safeguard measures are also put forward in finance, taxes and fees.
The Plan proposes to broaden the investment and financing channels for urban sewage treatment and resource utilization projects. Local people’s governments at all levels should establish a diversified financial capital investment guarantee mechanism. Local government special bonds and funds in the central budget will give appropriate support to eligible projects. Guide social capital to actively invest. Encourage financial institutions to give medium and long-term credit support. Actively promote the pilot of real estate investment trust funds in infrastructure.

At the same time, improve the fee-based tax mechanism. According to the principle of covering the normal operation of sewage treatment facilities and sludge disposal costs and making reasonable profits, the sewage treatment fee standard is reasonably formulated. Before the sewage treatment fee standard is adjusted in place, subsidies should be given according to regulations. Release the government pricing of reclaimed water. Encourage the use of government procurement services to promote the use of reclaimed water for ecological replenishment.
