High-end Interview: "China is an impressive development model" —— Interview with Brazilian President Lula

Xinhua News Agency, Brasilia, April 12th Interview: "China is an impressive development model" — — Interview with Brazilian President Lula

Xinhua News Agency reporter Bian Zhuodan Chen Weihua Luo Jingjing

On the occasion of his state visit to China, Brazilian President Lula said in an exclusive written interview with Xinhua News Agency a few days ago that Pakistan-China relations are of great significance to the two countries and the world. He stressed that Brazil "shares many views with China" and looked forward to a "very fruitful" dialogue with China leaders.

Looking back on his contacts with China for more than 20 years, Lula said: "When I first visited Beijing, almost no one would have thought that Pakistan-China relations were of such great significance today."

In 2003, Lula became president of Brazil for the first time. Since then, the trade volume between China and Pakistan has grown steadily. "China has become Brazil’s main trading partner; Outside the economic field, the political relations between the two countries have also deepened. " Lula said.

According to Pakistani statistics, by 2022, the trade volume between China and Pakistan has exceeded 100 billion US dollars for five consecutive years, and China has become Brazil’s largest trading partner for 14 consecutive years.

When talking about China-Pakistan economic and trade relations, Lula is like a treasure. He said: "Our exports to China are greater than our exports to the United States and the European Union combined. China is currently the main engine of Brazilian agriculture, and I hope that China will become a powerful engine for Brazil’s re-industrialization. "

Lula expressed his expectation for China-Pakistan cooperation to promote the sustainable development of Brazil’s economy. He said that the cooperation between the two countries in biofuels and green hydrogen energy has great potential, and "we should redouble our efforts in scientific and technological innovation and turn cutting-edge scientific knowledge into practical application."

Lula said that the Brazilian government is promoting investment plans aimed at improving national infrastructure, including ports, airports, highways, railways and energy. "There is great room for cooperation and investment with China in these fields."

Lula spoke highly of Chinese modernization. "The success of Chinese modernization shows that there is no single prescription for development, and each country must follow its own path according to its historical challenges and its own strength."

Lula pointed out that Brazil is currently committed to building a "road to Brazil’s modernization", which will combine economic growth, reduce poverty and social inequality, and ensure the sustainability of natural resources. "We hope to achieve growth under social justice, environmental sustainability and respect for democracy and human rights."

As the leader of the Brazilian Labor Party, Lula attaches great importance to solving the problem of poverty. He said that China’s poverty alleviation experience is precious and enlightening to all developing countries. "Hundreds of millions of people in China have been lifted out of poverty in the past 40 years, which is extraordinary and an inspiration to all developing countries."

He said, "China is an impressive development model, and global trading partners, including Brazil, have benefited a lot from the development of China."

Lula pointed out that Brazil and China can strengthen cooperation in safeguarding peace, strengthening multilateralism, eradicating hunger and poverty, and tackling climate change. "Today, it is more important than ever to promote development, strengthen multilateralism and safeguard peace. It is equally important that Brazil and China continue to express their opinions on these issues. "

Lula believes that in the field of global governance, the United Nations Agenda for Sustainable Development in 2030 comprehensively expounds the transformation of the ideal of sustainable development into the common prosperity of all people, which is a good guide for relevant fields. He suggested that Pakistan and China should coordinate more in international organizations and multilateral institutions such as the International Labour Organization, UNESCO and FAO.

Lula also emphasized the role of BRICS countries in establishing a more democratic and inclusive international order. He said, "It is essential to maintain the characteristics and consistency of the mechanism, which means supporting multilateralism and promoting developing countries to play a more important role in the international system."

Lula believes that strengthening cooperation between Pakistan and China is also of great significance for human beings to cope with climate change. "Climate change is a concrete threat, especially affecting vulnerable people, and may hinder our efforts to eradicate poverty and hunger." Lula said, "Brazil and China can promote the transition to a low-carbon economy. Brazil has a clean energy matrix that can be expanded and combined with China investment. "

Lula also expects China to play a role in promoting regional integration in Latin America and the Caribbean. "Without roads, railways, transmission lines, telecommunications and air and sea connections, it is impossible to achieve regional integration." Lula said, "China can play an active role in helping to integrate the infrastructure in the region."

Guizhou Bijie Finance Bureau: Building a Financial Big Data Platform to Help Financial Management Improve Quality and Efficiency

Since the beginning of this year, Bijie City Finance Bureau has actively explored the financial management mechanism of "system+technology", and made every effort to promote the construction of "Bijie City Financial Management Big Data Platform" to help improve the quality and efficiency of financial management.

First, strengthen overall planning and improve the system functional architecture.Adhere to the principle of "strengthening top-level design, insisting on demand-driven, integrating data resources and data value-oriented". At the beginning of the year, we planned the structure of data query, data analysis, data prediction, data early warning, data monitoring and data decision-making, and built a government financial management platform based on big data technology in three phases by 2025. At present, the first phase of the platform is under construction, and efforts are made to lay a solid foundation for data.

The second is to integrate data resources and build a financial data center.Coordinate and integrate financial budget revenue and expenditure management, treasury management, budget execution monitoring, financial accounting supervision, special fund supervision and other data resources to build the city’s financial big data center. At present, the city’s finance in the budget implementation, three guarantees, transfer payments and other business areas, to achieve fiscal revenue, fiscal expenditure, treasury data T+1 statistics and monitoring and early warning.

The third is to focus on unified construction and sharing and promote system integration and development.Based on the integration of budget management, the platform gathers the data of each county (district) in the budget execution system. On the basis of fully considering the business needs of cities and counties, expand and integrate the data of various business systems. Through personnel management and authority setting, financial users can quickly query relevant data, effectively avoiding repeated construction and waste of resources.

At present, the platform has collected the city’s financial data from 2021 to 2023, including endogenous data and macroeconomic data, to realize the sharing of internal data resources. After the platform is completed, it will provide sharing interfaces for other departments to improve the transparency of financial management.

Glory tablet V7 Pro evaluation: Android tablet moves towards productivity | Titanium geek

Glory tablet V7 Pro

"Productivity before buying, Iqiyi after buying" has always been the most commonly used teasing language for tablet devices. In fact, it just shows the awkward position of tablet computers in today’s era. In terms of display size, in the era when smartphones are still 4-5 inches, a tablet computer with a display area of 8-11 inches can really bring a better audio-visual experience.

But today’s smartphones have reached a display area of more than 6.5 inches, and even folding screen products can approach the display area of small tablets. In the first round of the contest between audio and video and daily experience, tablet computers did not take the lead because of their screen size. In the past two years, tablet computers began to shift their positioning to a new scene: productivity.
Parameter list

As a large-screen product with portable properties, the tablet has hardware that combines the dual properties of notebook computer and mobile phone through the combination with peripherals such as keyboard and stylus. Just today, the glory tablet V7 Pro was officially released. This intelligent hardware equipped with 120Hz 2.5K screen matching touchpad keyboard and stylus is also an important driving force for Android tablet to move towards productivity.

Leather design on the back.

The design of glory tablet V7 Pro is still business-oriented. For example, the blue version on hand is made of plain leather, which is very popular this year. In addition, the camera part also adopts the overall design of oval ring. In order to further fit its own business attributes, the back cover has also added texture details like calfskin.
11-inch screen

The front of the fuselage is an 11-inch screen with a scale of 16:10, with a screen resolution of 2560×1600, and it is also a high refresh rate screen, which supports a refresh rate of up to 120Hz. From the actual perception, it is no problem to meet the daily audio-visual experience. With the four independent speakers in the fuselage, it can also bring good sound field and sound positioning performance.
120Hz with stylus, very smooth.

The addition of 120Hz refresh rate can not only bring better fluency experience in daily software operation, but also be an important basis for adapting the smooth operation of stylus. For example, the APP "Nobe For Honor" has been adapted to the refresh rate of 120Hz, and a lower delay experience can be achieved by combining with a stylus. In actual operation, the tracking speed of lines will be faster.
High-quality 2.5K screen can also maximize the performance of SoC.

The first requirement for productivity equipment is, of course, that it should have sufficient performance. At the end of last month, MediaTek officially released the Xunkun 1300T, which is specially made for flat products. It adopts the 6nm process based on TSMC, the CPU adopts the eight nuclear architecture composed of Arm Cortex-A78 and A55, and the GPU adopts the nine-core Arm Mali-G77 MC9. In addition, it also integrates MediaTek APU and HyperEngine 3.0 with energy-efficient AI computing power.
Gaming experience

The glory tablet V7 Pro is also the world’s first product of this SoC. The highest frequency of its four A78 architecture cores reaches 2.6GHz, and the frequency of its four A55 architecture cores also reaches 2.0GHz. Combined with 8GB of memory, from the actual game link test, Peace Elite HDR HD maximum frame rate game can achieve completely smooth performance, and mainstream online games can take it all.
22.5W battery life

In fact, at present, the biggest bottleneck of Android tablet is not performance. The performance of glory tablet V7 Pro can be fully qualified for many moderately productive scenes, such as simple video editing, but the overall software ecology and adaptation still have a long way to go. In terms of battery life, the body has a built-in battery with a capacity of 7250mAh, and the maximum charging power is 22.5W W. In use, it can basically be charged without pressure for 2 days.

The best productivity can be obtained by combining peripherals.

Any productivity device must find its own suitable productivity scene. At this point, the glory tablet V7 Pro focuses on two aspects, one is the property of being movable and creative at any time, and the other is more extreme productivity experience optimization than the current Android tablet, which is enough to cope with the work with high operational efficiency requirements such as typing for a long time or making tables.
HONOR Magic-Pencil 2 adopts magnetic storage.

To this end, glory and tablet launched two peripheral products: HONOR Magic-Pencil 2 and Glory Magic Suspended Keyboard. Let’s talk about the stylus first. At present, there are actually quite a few stylus products on the market. The key point of competition between various products is whether the details can be perfected. In terms of convenience design, Glory’s stylus adopts a magnetic absorption method, and the right frame of the tablet is a magnetic absorption area. The stylus also adopts a single plane+circular configuration, with a diameter of 9mm and a length of 165 mm. Overall, it is more similar to the grip of pens used in daily life.
15g is very light.

In terms of weight, the actual measurement of HONOR Magic-Pencil 2 is 15g, the overall weight distribution is relatively even, and the endurance is also very good. Officially, it is 15 hours. However, in daily use, due to its design of magnetic attraction and wireless charging, it is in the state of recharging power when it is basically not used, so it rarely uses less than 60% of the power.
The magnetic attraction area is very large

HONOR Magic-Pencil 2 also does a good job in dealing with some small details, such as magnetism. On the left side of the tablet, magnetic attraction areas are basically arranged. The author tried it, and the scope of magnetic attraction is quite large. Basically, any area can be placed at will, and the intensity of adsorption is strong enough. Even if you pick up the tablet computer and shake it, you won’t get rid of the pen.
Correct pairing and charging position

However, among the four magnetic attraction positions, only one position has the function of matching and charging. If you find that the window of the matching device does not pop up, just adjust the HONOR Magic-Pencil 2 to the lower position of the frame. This place has the strongest magnetic force and is relatively easy to distinguish.

Since it is a productive product, the first thing that the glory tablet V7 Pro should meet is the user’s requirements for productivity hardware. Judging from the current category of overall intelligent hardware, except for PC, the notebook computer is the most in line with productivity requirements. In addition to adjusting the key structure, the glory tablet V7 Pro is equipped with a touchpad at the bottom, which is closer to notebook products in terms of experience in use.
Equipped with a touchpad

Many people may think that it is just adding a touchpad. Since the screen supports touch operation, why do you need the function of the touchpad? In fact, in the process of editing tables and words, the accuracy of the touchpad is actually higher than that of touch. Moreover, screen touch will also block the line of sight due to the presence of hands. In addition, if you need to adjust the cursor position while inputting text, the experience of sliding the screen with one hand on the keyboard and the other hand is also relatively fragmented.
Pairing interface

It can be said that the glory Magic floating keyboard is definitely the first surprise for the author when the glory tablet V7 Pro gets started. In the connection mode, the keyboard and the host computer are connected by Bluetooth, so there is no need for redundant operation in pairing. Just attach the flat plate to the keyboard support structure, and a pop-up window will be displayed on the host computer screen for connection. If it doesn’t pop up when touched, you can press the SHIFT button on the keyboard, and the keyboard light will flash and start to connect.
Maximum opening and closing angle

Another advantage of using magnetic connection is that it can be used at any time. After adding the keyboard, the weight of the suit of Glory Flat V7 Pro will exceed 1Kg, while the bare weight of the fuselage is only 485g. Usually, when watching movies, TV plays or playing games on the sofa or bed, the author will choose to take off the keyboard for bare use, and when there is a desktop around, it can form a bracket structure by magnetic attraction with the keyboard, and its maximum opening and closing angle of 120 is completely enough for watching dramas and movies on the table.
Typing input is very smooth.

In some small details of the keyboard experience, such as the touch of keys, the glory Magic floating keyboard has a keystroke of 1.3mm, and the feedback of rebound in the experience is obvious. The overall pressure is high, not the kind of soft keys. It is very suitable for people who like long keystroke, quick rebound and obvious confirmation.

The glory tablet V7 Pro can be said to be a very ambitious product. From hardware to design, it fully benchmarks the top tablet products at present. In addition, in the peripheral products, there is no feeling of accommodating to the weak Android ecology, and I am willing to make great efforts to adapt and optimize.

Perhaps 2021 can really become a node for Android tablet to open a new market. At least on the hardware level, glory has already produced products with a good foundation, and the rest is the software ecosystem jointly developed by terminal manufacturers and software suppliers. Maybe in the future, Android tablet will become the best choice for "mobile productivity".

At present, the epidemic situation in this city is still severe and complicated. All districts should adhere to the scientific, accurate, problem-oriented and systematic concepts, implement the requirements of "fast, accurate, strict, real and detailed", and carry out prevention and control work in different regions. High-risk areas shall be sealed and controlled, and "never leave home and provide on-site service". After scientific research and judgment, timely and dynamic adjustment shall be made to achieve "quick sealing and quick solution". After all high-risk areas are lifted, normalized prevention and control measures shall be implemented in the whole district of the street and township; Other areas in the township where the high-risk area is located are designated as low-risk areas, and measures such as "personal protection, avoiding gathering", strengthening social management and control, carrying out nucleic acid testing as required, minimizing going out, not gathering and not getting together, doing personal protection when going out, and strictly implementing measures such as entering indoor public places for appointment, peak shifting, flow restriction, temperature measurement, code scanning, registration and wearing masks.

The elderly and people with basic diseases are at risk of serious illness after being infected with Covid-19, especially those with cardiovascular and cerebrovascular diseases, respiratory diseases, tumors, chronic renal insufficiency and other basic diseases. The risk of serious illness after being infected with Covid-19 is higher. Here, the elderly and people with basic diseases are reminded to reduce unnecessary going out during the epidemic, and take personal protective measures such as wearing masks, washing hands frequently, regular ventilation and not gathering.

Vaccination can effectively reduce the risk of severe illness and death. It is suggested that people who have no contraindications and meet the vaccination conditions, especially elderly friends, should be vaccinated with COVID-19 vaccine as soon as possible, and those who meet the vaccination conditions should complete the booster immunization as soon as possible.

Finance provides strong support for the healthy development of the real economy (financial eyes, financial efforts to stabilize the economy)

  Source: People’s Bank of China.

"In the first half of the year, the People’s Bank of China reduced the reserve ratio by 0.25 percentage points, turned over the balance profit of 900 billion yuan, reasonably increased the liquidity supply, and guided financial institutions to increase credit support for the real economy." A few days ago, Ruan Jianhong, Director of the Survey and Statistics Department of the People’s Bank of China, introduced it at the press conference of the State Council Office.

Provide differentiated financial services for industries that are greatly affected by the epidemic, increase financial support for small and micro enterprises and other trapped market entities, and strengthen financial support for core enterprises in the industrial chain supply chain … … Since the beginning of this year, in the face of the adverse impact of COVID-19 epidemic and other factors on economic and social development, China has taken various measures to increase financial support, and made every effort to stabilize economic growth and stabilize market players. The smooth flow of financial blood has provided strong support for the healthy development of the real economy.

Policy strengthening, "real money and silver" serving the real economy

A water protects the field and is surrounded by mountains. Fuquan City, Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province, is rich in resources. With the acceleration of green development, phosphorus chemical industry, new energy materials and other industries here have become new engines for development. Since the beginning of this year, the situation at home and abroad has changed, and the local leading enterprise Chuanheng Chemical has encountered unprecedented challenges.

"The quotation of upstream raw materials continues to rise, and downstream overseas customers can’t sign for payment, and the company’s capital chain is extremely tight." He Yonghui, chief financial officer of Chuanheng Chemical Co., Ltd., frowned.

According to the actual situation of the company, Qiannan Branch of China Construction Bank sent a special working group to customize the financing plan. "We linked credit resources and strength with CCB Macau Branch to innovate ‘ Cross-border financing loan ’ In this way, enterprises can get financial support at the best interest rate. " Hu Shaoling, head of the company department of Qiannan Branch of China Construction Bank, said.

"In less than 10 working days, we were given a loan of 30 million yuan, which reduced the financing cost for the company and allowed us to calmly cope with the price increase of raw materials and the impact of the epidemic." He Yonghui told reporters that it is not only credit support, but also CCB helps the company to participate in international competition by decentralizing the sea freight review authority and exchange rate concessions for the company’s foreign exchange service needs.

In Fuquan City, Qiannan Branch of China Construction Bank has organized a special financial service task force, which has docked 4.67 billion yuan for 14 key phosphorus chemical enterprises and put in loans exceeding 500 million yuan.

Since the beginning of this year, the complexity, severity and uncertainty of China’s economic development environment have increased. The financial management department takes the initiative and makes great efforts to support stable economic growth and stabilize market players. "The People’s Bank of China will intensify the implementation of prudent monetary policy, give full play to the dual functions of monetary policy tools in terms of aggregate and structure, and strive to serve the real economy and stabilize the economic market." Yan Jianhong said.

The data shows that in the first half of the year, the scale of social financing in China increased by 21 trillion yuan, an increase of 3.2 trillion yuan year-on-year, and RMB loans increased by 13.68 trillion yuan, an increase of 919.2 billion yuan over the same period of last year. At the same time, the central bank continued to release the reform potential of the loan market quotation rate (LPR). The one-year LPR and the five-year LPR decreased by 10 basis points and 20 basis points respectively. In June, the interest rate of new corporate loans was 4.16%, which was 34 basis points lower than the same period of last year. The comprehensive financing cost of enterprises decreased steadily, and the quality and efficiency of financial services to the real economy improved significantly.

Precision drip irrigation to solve problems for small and medium-sized enterprises

It is not only the leading enterprises in the industry that benefit. Since the beginning of this year, the People’s Bank of China, in conjunction with relevant departments, has implemented 23 measures to provide financial services for epidemic prevention and control, economic and social development, promote the recovery and development of difficult industries in the service sector, and intensify efforts to help small and medium-sized enterprises out of difficulties, so as to support market players to get out of difficulties.

  — — Increase policy incentives and increase the supply of small and micro loans for general benefits.

In Yuheyuan Farm in Huangdu Village, Xilong Township, Anji County, Huzhou City, Zhejiang Province, tea farmer Xu Xin ‘an is working hard. "This year, affected by the epidemic, a large number of teas are unsalable, and many tea farmers are short of funds. ‘ Liangshan White Tea Loan ’ Helped us solve the problem. " Xu Xin ‘an said.

At the beginning of this year, the People’s Bank of China launched the universal micro-loan support tool to provide incentive funds according to 1% of the increase in the balance of universal micro-loans of local corporate financial institutions. Since the second quarter, the proportion of incentive funds has been increased from 1% to 2%. Under the guidance of policy tools, Anji Rural Commercial Bank, which is under the jurisdiction of Zhejiang Rural Commercial Bank, has strengthened its financial support for tea enterprises in all directions. By the end of June, this year, it had distributed 118 million yuan of "two mountains and white tea loans" to 415 tea farmers, a year-on-year increase of 15.9%.

  — — Continue to reduce fees and profits and reduce the operating costs of enterprises.

With the advantages of pollution-free vegetables, Fuzhou Youye Ecological Agriculture Co., Ltd. in Fujian Province has become the core supplier of vegetables for large supermarkets such as Wal-Mart and Metro. Under the guidance of Fuzhou Central Sub-branch of the People’s Bank of China, Fujian Strait Bank launched a fee reduction policy for inter-bank transfer of small and micro enterprises to help enterprises reduce costs. "It can save nearly 60,000 yuan in handling fees every year, which really makes us a lot easier." You Jiwang, the company’s financial director, said.

In recent years, China has continuously promoted the financial system to reduce fees and make profits from the real economy. In September last year, the People’s Bank of China and other departments launched 12 measures to reduce fees, and by March this year, more than 12 billion yuan of payment fees had been reduced for more than 82 million market entities.

  — — Delay the repayment of principal and interest to help small and micro enterprises tide over the difficulties.

"Fortunately, there is a good policy to postpone the repayment of principal and interest, which has helped us survive this barrier." Mr. Yan runs a small and micro enterprise engaged in sand and gravel transportation in Shunde District, Foshan City, Guangdong Province. Because he is a transport ship purchased by loan, he has to repay the bank every month.

In response to the impact of the epidemic, the Guangzhou Branch of the People’s Bank of China guided the financial institutions under its jurisdiction to implement the policy of postponing the repayment of principal and interest this year. Shunde Rural Commercial Bank handled the formalities of postponing Mr. Yan for three months at the first time to tide over the difficulties.

  — — Optimize financial supply and provide convenient financial services.

"Lending is fast, and the whole process is done online, ‘ Gongxin e loan ’ Send timely rain to our small and micro enterprises. " Mr. Zhao, head of Dalian Wei ‘an Zongheng Technology Co., Ltd. in Liaoning Province, said.

"Under the influence of the epidemic, it is difficult for small and micro enterprises to apply for loans offline. We have innovated research and development with Dalian Credit Center ‘ Gongxin e loan ’ Products, online docking with customers by non-contact remote service, relying on technology empowerment to achieve accurate drip irrigation, active credit granting and effective credit enhancement for small and micro enterprises. " Zhang Guanchu, head of Dalian technology and finance Service Center of Industrial and Commercial Bank of China, told the reporter.

In order to overcome the adverse impact of the epidemic on financial services, the financial sector organized various forms of government-bank-enterprise docking activities to help banks improve their customer acquisition, risk assessment and control capabilities, develop chattel mortgage and credit loan products according to the characteristics of enterprises, and strive to solve the financing problems of small and micro enterprises under the influence of the epidemic.

The data shows that under the comprehensive effect of a series of measures, China’s inclusive small and micro loans continue to maintain the situation of "increasing quantity, expanding area and decreasing price" this year. At the end of June, the balance of Pratt & Whitney small and micro loans increased by 23.8% year-on-year, 12.6 percentage points higher than the growth rate of various loans; The number of micro-credit households in Pratt & Whitney was 52.39 million, a year-on-year increase of 36.8%. In May, the weighted average interest rate of new loans for Pratt & Whitney small and micro enterprises was 5.19%, down 5 basis points from the previous month.

Focus on key points and enrich the toolbox of structural monetary policy.

Tower cranes stand tall and machinery roar, and the construction of pumped storage power station project in Jinyun County, Lishui City, Zhejiang Province is in full swing.

This is the first single billion-dollar investment project in Lishui. It is estimated that after the project is completed in 2025, the annual power generation will reach 1.8 billion kWh, which will save about 230,000 tons of coal consumption and reduce 460,000 tons of carbon dioxide emissions.

At the critical moment of the project, the People’s Bank of China created carbon emission reduction support tools to provide financial support for carbon emission reduction loans issued by financial institutions at 60% of the loan principal. "With the support of this tool, we issued a 25-year 80 million yuan carbon emission reduction loan at the first time to fully support the project construction." Zheng Zhenke, president of the Agricultural Bank of China Jinyun County Sub-branch, said that as of the end of June, 830 million yuan had been loaned for the project.

In order to better support high-quality economic and social development, the People’s Bank of China has given full play to the precise guiding role of structural monetary policy, launched a number of policy tools, and continuously strengthened its support for key areas and weak links of the national economy.

On the basis of launching carbon emission reduction support tools in the fourth quarter of last year and supporting special refinancing for clean and efficient use of coal, the People’s Bank of China has launched three new structural monetary policy tools this year, of which "scientific and technological innovation refinancing" mainly supports high-tech enterprises, "specialized and innovative" small and medium-sized enterprises, national technological innovation demonstration enterprises, manufacturing single champion enterprises and other scientific and technological enterprises, and "inclusive pension special refinancing" mainly supports qualified inclusive pension institutions. Promote the increase in the supply of inclusive old-age care services, and the "special refinancing for transportation and logistics" mainly supports enterprises and individuals that are greatly affected by the epidemic, such as road freight transport operators and truck drivers.

"At present, China’s structural monetary policy toolbox has been relatively rich and perfect." Zou Lan, director of the Monetary Policy Department of the People’s Bank of China, said that the structural monetary policy tool is "focused on key points, reasonable and moderate, with progress and retreat", which is conducive to encouraging financial institutions to optimize the credit structure and achieve the effect of accurately tilting to inclusive finance, green development, scientific and technological innovation and other fields. Up to now, carbon emission reduction support tools have issued a total of 182.7 billion yuan, supporting banks to issue loans in the field of carbon emission reduction of 304.5 billion yuan, driving the reduction of carbon emissions by more than 60 million tons.

At present, there are still many unstable and uncertain factors in domestic economic recovery. "With the acceleration of steady growth measures, corporate confidence and expectations continue to improve, and effective financing of the real economy is accelerating, which has created favorable conditions for further stabilizing the macroeconomic market in the second half of the year." Dong Ximiao, chief researcher of Zhaolian Finance, said.

"In recent years, we have been adhering to the normal monetary policy, leaving sufficient policy space and tool reserves to meet the new challenges beyond expectations." Zou Lan said that in the second half of the year, the People’s Bank of China will continue to implement a package of policies and measures to stabilize the economy, increase the implementation of prudent monetary policies, create a good monetary and financial environment, form a joint policy force, and keep the economy running in a reasonable range.

Evacuate! Before the rainstorm-Chongqing Meteorological Bureau’s "One Circle, One Line and One Network" laid a hard battle for flood control.

On June 26, Wu Yijiang, a villager who lives in Luping Village, Zhouxi Township, Chengkou County, Chongqing, received the rainstorm warning information and evacuated with a family of five before the rainstorm. Although the house was seriously affected, none of the whole family was injured. On July 5, before the flood peak arrived, more than 20,000 residents along the Qijiang River were evacuated safely. On July 7th, 69 villagers from Group 7, Xingguang Village, Jiagao Town, fengjie county helped the elderly and took care of the young, and evacuated to safety before their houses were destroyed … Since the flood season this year, Chongqing has experienced four regional rainstorms.

When visiting the disaster, what the reporter heard most was "safe evacuation" and "saving the day"-every successful evacuation cannot be separated from accurate and timely forecasting and early warning.

  A circle of wisdom

Rainstorm is a difficult problem that Chongqing weather forecasters have to face every flood season. In order to seek the optimal solution of accurate forecast, the meteorological department of Chongqing has made great efforts in technology to continuously update and iterate the smart weather.

"We have added two important modules in the flood season this year. The early warning of extreme convective weather can reduce the warning range to 15 kilometers, and the quick report of severe convective weather disasters can realize the real-time targeted release of local extreme weather." Li Qiang, chief forecaster of Chongqing Meteorological Observatory, demonstrated the "Natural Talent Intelligent Weather Forecast System" to reporters. After entering the warning interface of extreme severe convective weather approaching, he pointed to a small green circular area in Yubei District on the map and introduced: "Before the extreme weather of the authorities reaches the threshold, the system will mark a circle in the corresponding area in advance, and at the same time, it will automatically generate high-risk warning tips for disasters for forecasters to verify."

How useful is this "circle"? The early warning short message release record in "Yutian Intelligent Early Warning Information Release System" gives the answer-

"At 9: 53 on July 8, the warning information of extreme precipitation approaching was sent to 3,299 people in the disaster-affected area of Liangqiao Village in Yubei District", "At 10: 29 on July 8, the warning information of extreme precipitation approaching was sent to 19,174 people in the disaster-affected area of Youting Town in Dazu District" … After the forecaster demarcated the location and scope of the "circle", the system will accurately target the release through the early warning information release center.

From 9: 30 to 12: 00 on July 8, there was a general rainstorm in Youting Town, Dazu District, and the storefronts of Liehuo Village and the railway station community stores were flooded. The local area quickly organized the transfer of 410 people. Prior to this, the local people just received early warning information from the meteorological department on their mobile phones.

  A An Lan "Line"

There are many winding "lines" on the map of Chongqing, and each line represents a river. Among them, there are many cross-border rivers, including 81 in Sichuan and Chongqing alone. As a city with mountains and rivers, 80% of the towns are built by mountains and rivers. "Upstream precipitation, downstream flood control", for the people on both sides of the river, keeping a "line" of An Lan will keep peace.

In recent years, in many confrontations with basin floods, a set of meteorological linkage mechanism of upstream and downstream cooperative operations has gradually taken shape, and with the deepening of cooperation in recent years-relying on the construction of the twin-city economic circle in Chengdu-Chongqing area, the meteorological departments of Chongqing and Sichuan have strengthened information sharing, written "jointly improving the monitoring and early warning ability of meteorological disasters" into the meteorological support planning outline for the construction of the twin-city economic circle in Chengdu-Chongqing area, and cooperated to build the capacity building of grassroots meteorological disaster early warning services in adjacent areas, and jointly built "one account" and "one map".

In 2020, the meteorological departments of Chongqing, Sichuan and Guizhou provinces will establish meteorological information exchange groups to share the latest forecasts and rainfall facts, and promote the real-time sharing of meteorological information in Southwest China.

In the Special Report on Important Meteorological Information issued by Chongqing Meteorological Observatory on July 4, the forecast map of Chongqing was followed by the precipitation forecast map of Sichuan and Guizhou, which clearly pointed out that there was heavy rainfall in Qujiang River Basin and Jialing River Basin in Sichuan and Qijiang River Basin in Guizhou, and attention should be paid to preventing transit floods.

At 7: 23 on July 5, the Qijiang Meteorological Observatory issued a rainstorm red warning signal; At 17: 50, the flood peak of the Qijiang River reached 222.1 meters, and the over-warning water level was 1.6 meters. Qijiang Meteorological Observatory strengthened its linkage consultation with the Municipal Meteorological Observatory, Nanchuan Meteorological Observatory and Wansheng Meteorological Observatory, as well as Tongzi Meteorological Observatory and Xishui Meteorological Observatory in Guizhou. Meteorological warning signals were issued continuously, and relevant local emergency departments organized more than 20,000 residents in low-lying areas to evacuate to avoid danger in advance. All measures were effective and no casualties occurred.

  An early warning "net"

In the complex and intertwined disaster chain, meteorological factors are often at the forefront. Only by promoting the transformation from disastrous weather forecast to meteorological disaster risk early warning can the comprehensive risk prevention and control ability be improved.

At present, Chongqing has realized the directional and regular release of early warning information to mobile phone users in disaster high-risk areas. At 0: 47 on July 8, the early warning information was sent to all 350,000 people in Cuntan Town, Yubei in two minutes at a speed of 3,000 pieces per second-not only the local flood controller, but also any mobile phone user in the area. Even foreign tourists can receive early warning at the first time and avoid risks in time.

Based on the historical data of Chongqing disaster and the statistical analysis of regional rainstorm process, the Municipal Meteorological Bureau has established the four-level early warning grade standard of regional rainstorm disaster, the grade standard of three risk areas of district (county) rainstorm disaster, and the business process of rainstorm disaster risk early warning. Based on this, the "Rainstorm Disaster Early Warning Response Municipal Command and Dispatching Plan" was issued. Chongqing Disaster Reduction Committee has established a corresponding rainstorm disaster prevention command and dispatch mechanism, a four-level leading cadre responsibility mechanism for emergency rescue and disaster relief, and required disaster-related municipal departments to formulate response processes one by one according to the risk level.

The formation of "municipal-district-county-township-village" four-level early warning system and "municipal-district-county-township-village-group-household" six-level early warning communication system has made this early warning "net" more dense. At present, through the emergency broadcast, television, and mobile phone, the Chongqing early warning App is released, and the early warning information is initially realized from village to household.

On July 9, the last round of rainfall has ended, and Chongqing has a beautiful appearance after the rain. However, for the meteorologists in Chongqing, this tough battle has just started in the flood season, and they will continue to compete with the rainstorm to protect the people. Dragon Boat Festival is coming! "Taste" Chinese spiritual and cultural food with the General Secretary

China Youth Network Beijing, June 18th(Reporter Liu Shangjun) "Zongzi is fragrant and fragrant in the kitchen. The wormwood leaves are fragrant and fragrant. Peach branches are inserted in the gate, and when you go out, you can see that the wheat is yellow. It’s sunny here, sunny there, and sunny everywhere. " On June 18th, we ushered in the annual China traditional festival — — Dragon Boat Festival.

In 2005, Publicity Department of the Communist Party of China and other departments jointly issued the Opinions on Promoting the Excellent Tradition of National Culture by Using Traditional Festivals. In 2007, the State Council decided to list Qingming Festival, Dragon Boat Festival, Mid-Autumn Festival and New Year’s Eve as national legal holidays. In 2009, the Dragon Boat Festival officially became the world intangible cultural heritage, and it was also the first festival in China to be selected as the world intangible cultural heritage. In 2016, the "Twenty-four Solar Terms" was officially listed in the world-class intangible cultural heritage list.

On May 17, 2016, in his speech at the symposium on philosophy and social science, the Supreme Leader emphasized that Chinese civilization continues the spiritual blood of our country and nation, which needs to be passed down from generation to generation, guarded from generation to generation, kept pace with the times and brought forth new ideas.

In order to further penetrate excellent traditional culture into national education and life. In 2017, the General Office of the State Council, the General Office of the Central Committee of the CPC issued the Opinions on Implementing the Inheritance and Development Project of Chinese Excellent Traditional Culture, which clearly pointed out that it is necessary to carry out the theme activities of "Our Festival", implement the revitalization project of traditional festivals in China, enrich the cultural connotations of traditional festivals such as Spring Festival, Lantern Festival, Qingming Festival, Dragon Boat Festival, Qixi Festival, Mid-Autumn Festival and Chongyang, and form new holiday customs.

"If you don’t forget history, you can open up the future. If you are good at inheritance, you can be good at innovation." In 2014, the Supreme Leader emphasized at the international symposium to commemorate the 2565th anniversary of Confucius’ birth and the opening meeting of the 5th General Assembly of international confucian association that excellent traditional culture is the foundation of a country and a nation’s inheritance and development. If it is lost, it will cut off the spiritual lifeline.

In recent years, the state has continuously strengthened the protection and inheritance of Chinese traditional festival culture, which is of great significance to building the cornerstone of national cultural spirit.

Traditional customs, new inheritance in ancient and modern China and foreign countries

In 2014, the supreme leader pointed out in his speech at the symposium on literary and artistic work that inheriting Chinese culture is by no means a simple retro, nor is it a blind xenophobia. Instead, it is to make the past serve the present, make foreign things serve China, make a dialectical choice, bring forth the new, discard negative factors, inherit positive thoughts, "open your own face according to the rules of the ancients", and realize the creative transformation and innovative development of Chinese culture.

Today’s Dragon Boat Festival, Chinese still continues the traditional habits left by ancestors, and adds new elements with the changes of the times.

At the 10th Beijing Dragon Boat Festival in Yanqing District, Beijing, various dragon boat teams made swift progress and fought bravely for the first place, and special activities such as making zongzi, making sachets, hanging wormwood and exhibiting intangible cultural heritage attracted many citizens’ participation.

At a project site in Fengtai, Beijing, workers and friends skillfully started a "dry land dragon boat" with reinforced concrete. Workers from all corners of the country competed for "making zongzi" and tasted the delicious taste of their hometown thousands of miles away.

In Yichang, Hubei Province, Qu Yuan’s hometown, a "Poetry in the Folk Dragon Boat Festival Poetry Meeting" is going on. Mr. Yu Guangzhong’s poem "God of the Miluo River" was deeply read, and endless remembrance and admiration turned into firm belief and determination, which aroused strong spiritual resonance among the participants.

Also in Wuhan, the dance adapted from Qu Yuan’s work Ode to an Orange is "Our Festival — — The "Dragon Boat Festival" was staged, which led the audience to relive Qu Yuan’s spiritual quality of "being selfless and towering".

"It is necessary to strengthen the excavation and interpretation of Chinese excellent traditional culture, make the most basic cultural genes of the Chinese nation adapt to contemporary culture and coordinate with modern society, and carry forward the cultural spirit that spans time and space, transcends national boundaries, is full of eternal charm and has contemporary value." On May 17, 2016, the Supreme Leader demanded at the symposium on philosophy and social science that the creative transformation and innovative development of Chinese civilization should be promoted, and its vitality should be activated, so that Chinese civilization, together with the colorful civilizations created by people of all countries, can provide correct spiritual guidance for mankind.

Nowadays, the Dragon Boat Festival, an ancient Chinese traditional festival, has slowly entered the eyes of countries all over the world. Eating Zongzi and dragon boat racing have taken root in many countries in different parts of the world. Although the ways and activities of celebrating the Dragon Boat Festival vary from country to country due to the historical changes and cultural differences in different regions, the unique charm of Chinese culture is showing its influence in this way.

Digital intelligence empowers the launch site with "intelligent wings"

CCTV News:At present, Jiuquan Satellite Launch Center widely uses big data and Internet of Things technology to improve the informationization level of the launch site and resolve the contradiction between the current high-density and normal tasks and the limited allocation of human resources. We walked into the strongest "wisdom brain" of the launch site — — Learn about the number intelligence center.

CCTV reporter Wang Xiaokun:As we have just seen in the emergency drill, if there is any abnormal fluctuation in thousands of sets of equipment in the launch area, the corresponding early warning information will be displayed here. Red flashing on the screen means that the equipment is not stable enough, while green means that everything is normal. The Digital Intelligence Center, like the "smart brain" of the launch site, can gather and analyze the information content such as temperature, humidity, cleanliness and personnel work situation in the rocket closed area, so that the overall situation of the launch site can be seen at a glance.

Manned space engineering has many systems, many interfaces and many states, which consumes a lot of manpower and material resources in the traditional way and cannot complete the work with high quality. In recent years, the center has focused on improving the carrying capacity of the launch site, with the main goal of "improving quality, reducing staff and increasing efficiency". Hundreds of sensors have been arranged on the launch tower to collect the running status of the equipment on the tower in real time and send it back to the Digital Intelligence Center, which truly realizes the information, intelligence and visual management mode.

Hu Yanhua, Chief Information Assurance Responsibility Officer of Jiuquan Satellite Launch Center:In the past, the launch site had to invest a lot of manpower and material resources, such as air conditioning and power distribution, which required about 10 people and worked in three shifts 24 hours a day. In recent years, it only takes 2-mdash to monitor, identify and analyze parameters by using the Internet of Things and big data technology; Three people are on duty. Once an abnormal situation is found, it will automatically report to the police and inform relevant professionals to go to the scene for disposal, which greatly improves efficiency and reduces labor consumption.

In addition to monitoring the information data of tower facilities and equipment, the Digital Intelligence Center is also responsible for air conditioning, gas supply, fire fighting, communication, power distribution monitoring and other functions of the ground handling system, and provides key information such as the overall situation of the mission, on-site images, test launch process and comprehensive support evaluation for space launch organization and command.

Huang Xinli, head of information technology major at Jiuquan Satellite Launch Center:Provide information support for organization and command, equipment management, centralized duty, troubleshooting, etc.

Since 2012, after years of continuous investment, the centralized monitoring system has basically covered the remote online monitoring of more than 200 sets of facilities and equipment in more than 10 specialties at the launch site. Relying on the information center to achieve 24-hour monitoring duty, the reduction of duty force at the launch site and the improvement of emergency capability have achieved remarkable results.

Hu Yonggang, head of the information expert group of Jiuquan Satellite Launch Center:In the follow-up, our Digital Intelligence Center mainly made efforts in two aspects: First, we used major projects to build the wireless ecology of the launch site, and made every effort to make up for the lack of information application means, so that handheld command and mobile security became important means for the organization and command of the launch site in the future; The second is to increase the introduction of new technologies and means, give full play to the potential of existing information services, deepen the improvement of the intelligent ability of the launch site, and strive to resolve the challenges brought by high-density tasks to the improvement of the launch site’s ability.

Cross-border e-commerce injects new kinetic energy into foreign trade development

Cross-border e-commerce is a vital force in China’s foreign trade development and an important trend in international trade development. In June this year, the Ministry of Commerce and other departments jointly issued the Opinions on Expanding Cross-border E-commerce Exports and Promoting the Construction of Overseas Warehouses, aiming at expanding cross-border E-commerce exports, optimizing the layout of overseas warehouses and accelerating the cultivation of new kinetic energy of foreign trade. In this issue, invited experts will discuss relevant issues.

Leading the innovation and development of foreign trade formats

What are the characteristics and advantages of cross-border e-commerce compared with traditional foreign trade?

Wang Jian (Professor, university of international business and economics Institute of International Economics and Trade): Cross-border e-commerce is a new format and mode of foreign trade. The development and application of network information technology enables enterprises to innovate the mode of e-commerce, thus promoting the reform of foreign trade management mode.

The basic performance of cross-border e-commerce in the foreign trade industry is that many small and medium-sized foreign trade enterprises and other foreign trade operators can directly sell their goods to overseas final consumers through the Internet platform or their own independent websites. Cross-border e-commerce can bypass many intermediate links in previous trade, such as importers and exporters, wholesalers, retailers, etc., so that foreign trade operators can have direct transactions with overseas consumers. Cross-border e-commerce also enables many small and medium-sized enterprises to compete with traditional foreign trade enterprises and even multinational companies in the global market. The gap market formed by the fragmentation of the global consumer market and the personalized evolution of demand allows small and medium-sized enterprises to find their own development space.

Small and medium-sized enterprises can participate in global trade through cross-border e-commerce because there has been business model innovation in the global market in the past 20 years, that is, the third-party platform model. Third-party platforms empower small and medium-sized enterprises and drive the rapid development of cross-border e-commerce. For example, the combination of Alibaba, China Manufacturing Network, Amazon, Yi Bei and other platforms with domestic industrial belt manufacturers has driven a large number of small and medium-sized enterprises to go to sea. In recent years, through innovative service modes, such as the fully managed and semi-managed service modes of overseas e-commerce platforms Temu and Shein, and the combination of short videos such as Tiktok and e-commerce, the platform has once again promoted the export of China manufacturing through cross-border e-commerce to a record high. According to official statistics, the import and export volume of cross-border e-commerce in China has exceeded 2 trillion yuan.

2023 is a year of explosive growth of cross-border electronic commerce in the world. The COVID-19 epidemic indirectly promoted the rapid development of e-commerce in the world. According to statistics, in 2023, 2.64 billion consumers around the world will have at least one online shopping experience. It is estimated that global e-commerce sales will increase by 50% in the next three years.

Cross-border e-commerce is leading the global market transformation. At present, the scale of cross-border e-commerce trade in all regions of the world has increased significantly, and consumers and business circles are concerned about the changes brought by cross-border e-commerce to global trade. Cross-border e-commerce has not only become an important choice for consumers in mature markets such as Europe and America, but also in Southeast Asia, Latin America and Africa.

Compared with traditional foreign trade, cross-border e-commerce has the following basic characteristics and advantages.

First, cross-border e-commerce has fragmented global trade. Because most cross-border e-commerce companies receive orders directly from overseas consumers, and network information technology makes global market information transparent and market trends change rapidly, foreign trade orders tend to be small and multi-frequency. Foreign trade service enterprises are also constantly innovating to provide various cross-border transportation and distribution methods to adapt to the development trend of fragmented trade.

Second, small and medium-sized enterprises participate in global trade in large quantities. Relying on the cross-border e-commerce platform, SMEs can quickly sell their products to consumers anywhere in the world. The third-party platform of cross-border e-commerce can provide foreign trade services such as information matching, payment and settlement, trade financing, etc., which greatly reduces the threshold for SMEs to participate in global trade, and the global market shows a trend of inclusive trade.

Third, cross-border e-commerce has changed the traditional trade process. Cross-border e-commerce sellers can pre-sell products on overseas e-commerce platforms, or test changes in market consumption preferences through "small orders and quick returns" to obtain the latest trends in overseas market consumption through data in the fastest way. This enables small and medium-sized enterprises to quickly lead overseas consumer markets and gain competitive advantages.

Fourth, cross-border e-commerce has formed a special international cooperation ecological service system. Although cross-border e-commerce can be understood as selling products directly to overseas final consumers, the development of cross-border e-commerce not only includes online marketing, sales and supply chain operation, but also involves many cooperation between horizontal and cross-border e-commerce operators based on the Internet. For example, cross-border e-commerce enterprises selling clothes in Africa should not only lay out the supply chain of cross-border e-commerce in China, but also cooperate with fashion designers, models, online celebrity and even local physical stores in Africa to establish a cross-border service ecosystem. China’s cross-border e-commerce enterprises and platforms pay more and more attention to integrating local resources into the cross-border e-commerce service system, which will help to create new cooperation models with host countries.

After more than 20 years of development, China’s cross-border e-commerce has become an important driving force to lead the innovation and development of foreign trade formats. At present, cross-border e-commerce continues to innovate. Through the pilot project in cross-border electronic commerce Comprehensive Experimental Zone, we attach great importance to the innovation of foreign trade mode and format, promote the digital transformation and international cooperation of foreign trade enterprises, and lay a solid foundation for the high-quality development of cross-border e-commerce. Model innovation, regulatory innovation, policy innovation and format innovation, which interact and integrate with each other, have become the main theme of cross-border e-commerce development.

Release consumption and supply dividends to the world

What is the significance of expanding cross-border e-commerce exports to foreign trade development? How effective has China’s cross-border e-commerce development achieved?

Li Mingtao (Dean, China International Electronic Commerce Center Research Institute, Ministry of Commerce): At present, China’s foreign trade export growth is facing greater uncertainty, global inflation has weakened external demand, geopolitical factors have caused logistics costs to rise, and trade protectionism in traditional key export markets such as the United States and the European Union has risen, which has become a major challenge for many foreign trade export enterprises.

In recent years, China’s cross-border e-commerce has maintained a rapid development trend, and its proportion in the scale of foreign trade import and export has been increasing, which has become a new channel for foreign trade enterprises to cope with global trade challenges. According to the statistics of the General Administration of Customs, in 2023, China’s cross-border e-commerce import and export was 2.38 trillion yuan, up 15.6% year-on-year, accounting for 5.7% of the total import and export value of goods trade in the same period, of which exports were 1.83 trillion yuan, up 19.6% year-on-year. In the first quarter of this year, China’s cross-border e-commerce import and export was 577.6 billion yuan, a year-on-year increase of 9.6%. Cross-border e-commerce has become an important part of China’s import and export trade and an important channel for foreign trade enterprises to carry out import and export business.

At present, China is building a new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other. Giving full play to the role of cross-border e-commerce as a strategic new channel can further enhance the global appeal of the powerful domestic market, effectively release the productivity of the domestic supply chain, and continuously enhance China’s ability to co-ordinate the domestic and international markets and resources. Cross-border e-commerce has always been at the forefront of opening to the outside world. China has fully released the dividends of market consumption and manufacturing supply to the world through the active opening policy in the field of cross-border e-commerce, which is conducive to expanding imports, promoting balanced trade development, and allowing more global high-quality goods to enter the China market to meet the needs of domestic consumption upgrading; It is also conducive to encouraging more China goods, brands and services to go abroad, tapping the advantages of China’s manufacturing and supply chain to explore the global market, and bringing more development dividends to global consumers. Cross-border e-commerce serves the online purchasing needs of consumers and buyers around the world for high-quality goods, connecting manufacturers, brands, traders and even individual online merchants from all over the world, and building an efficient online trade channel driven by technology. Relying on the new channel of cross-border e-commerce, Chinese enterprises have the extensive ability to directly reach the global terminal consumption and procurement needs.

In order to better serve the development needs of cross-border e-commerce industry, China has approved the construction of 165 cross-border electronic commerce Comprehensive Experimental Zones (hereinafter referred to as "Cross-border e-commerce Comprehensive Experimental Zones") in seven batches since 2015, covering 31 provinces (autonomous regions and municipalities), and Guangdong, Zhejiang, Jiangsu and Shandong have achieved full coverage of prefecture-level cities. As the main policy carrier to support the cross-border e-commerce industry, the core of the cross-border e-commerce comprehensive test area is to build "six systems and two platforms", namely, information sharing system, financial service system, intelligent logistics system, e-commerce credit system, risk prevention and control system and statistical monitoring system, as well as online comprehensive service platform and offline industrial park platform. Focusing on the development of cross-border e-commerce industry and the construction of comprehensive test area, China has successively issued a series of supportive and convenient policies for cross-border e-commerce, such as free customs clearance form for bonded stocking, check and release of parcel export list, summary statistics, tax exemption without tickets, 4% approved income tax for cross-border e-commerce retail enterprises, direct export from cross-border electronic commerce enterprises to enterprises, and facilitation of cross-border e-commerce export return.

The cross-border e-commerce comprehensive test area faces the needs of local industrial development, and continues to invest in carrier construction, hub building and policy innovation, strengthening the construction of "six systems and two platforms", especially deepening innovation in the public services of "six systems". On this basis, we will give priority to serving the export of China’s advantageous industries, vigorously develop the "cross-border e-commerce+industrial belt", tap the strong domestic supply chain capabilities through cross-border e-commerce, let more and better goods go out to serve the global market through cross-border e-commerce, build the cross-border e-commerce comprehensive test area into the main channel to support the standardized development and convenient services of cross-border e-commerce, and continuously improve the personalized and refined service level for the development needs of cross-border e-commerce enterprises, so that enterprises can truly enjoy the state’s taxation, foreign exchange settlement and customs clearance. At the same time, improve the infrastructure of public overseas warehouses, accelerate the construction of cross-border e-commerce public data service platforms, and cultivate more cross-border e-commerce export brand enterprises.

Overseas warehouses provide strong support for export e-commerce

What convenience can overseas warehouses provide for exporting e-commerce? What concrete achievements have been made in the construction and development of overseas warehouses in China?

Wang Huimin (researcher, Institute of International Trade and Economic Cooperation, Ministry of Commerce): Overseas warehouses refer to warehouses built or rented and operated by cross-border e-commerce related enterprises overseas, which provide comprehensive services such as overseas customs clearance, storage, transshipment, sorting, packaging, labeling, distribution and after-sales for cross-border e-commerce goods. Under the mode of cross-border e-commerce exporting overseas warehouses, enterprises can export cross-border e-commerce goods to overseas warehouses in batches first, and then deliver the goods from overseas warehouses to overseas consumers after the cross-border e-commerce platform generates orders. According to different clients, it is divided into self-operated overseas warehouses, third-party overseas warehouses and platform-type overseas warehouses.

Specifically, overseas warehouses can provide various conveniences for exporting e-commerce.

Conducive to improving the localization experience of consumers. In the traditional cross-border e-commerce logistics system, when overseas consumers place an order, the goods are transported from China to foreign countries and then distributed to consumers, which takes a long time and is difficult to support the return. Overseas warehouses transport goods overseas for stocking in advance, which can effectively shorten the delivery time of goods, ensure the stable supply of goods, improve the after-sales service ability and enhance the consumption experience in all directions.

It is conducive to optimizing the export structure of cross-border e-commerce. Compared with air transportation, the centralized transportation mode of overseas warehouses has broken through the restrictions on the weight, volume and nature of goods, and enriched the categories of goods exported by cross-border e-commerce. Overseas warehouses use big data technology to analyze inventory, cargo turnover, customer feedback, etc., and can find changes in consumer demand in time, and feed back information to domestic foreign trade enterprises, driving foreign trade enterprises to quickly develop new products and adjust product supply.

Conducive to cross-border e-commerce supply chain to reduce costs and increase efficiency. Overseas warehouses can achieve a good balance in reducing logistics costs and improving logistics efficiency. The docking of overseas warehouse management platform with enterprise resource planning systems of manufacturers and traders can promote the unification of production and stocking and meeting consumer demand, and alleviate problems such as insufficient inventory or unsalable goods. The supply chain management system of overseas warehouse construction is connected and linked with the cross-border e-commerce platform, which can realize the whole process tracking and dynamic management of source procurement, logistics and transportation, overseas sales and after-sales service, improve the efficiency of goods turnover, improve the accuracy of overseas stocking, and enhance the flexibility of supply chain. Build an overseas integrated service system with overseas warehouses as the core, and digitally connect with the domestic integrated service system to effectively improve the efficiency and level of cross-border e-commerce supply chain.

Conducive to cross-border e-commerce and local common development. In order to improve the localization service level, overseas warehouses gradually deepen cooperation with local governments, hire and train local employees, set up local management teams, and jointly operate distribution networks with foreign enterprises. Overseas warehouses can increase local employment, residents’ income and national tax revenue, and drive local businesses to improve their service capabilities. At the same time, it is also conducive to Chinese enterprises to understand local customs, consumption habits, lifestyles, etc., and better promote Chinese products and brands.

In recent years, the development of overseas warehouses in China has achieved remarkable results, which has strongly supported cross-border e-commerce exports.

First, the scale of overseas warehouses has grown rapidly. Overseas warehouses have increased from more than 1,200 in 2019 to more than 2,500 in 2023, more than doubling. The area of overseas warehouses has increased rapidly, the number of service enterprises has been increasing, and the categories of service goods have been enriched. In 2023, China’s overseas warehouse area exceeded 30 million square meters.

Second, the types and subjects of overseas warehouses are diversified. With the rapid development of cross-border e-commerce business, cross-border e-commerce platforms, cross-border logistics, cross-border supply chains, foreign trade and other enterprises actively participate in the construction of overseas warehouses and carry out differentiated services with their own unique advantages. Cross-border e-commerce sellers can choose suitable overseas warehouses according to their own business characteristics and sales scale.

The third is to expand the service function to high value. More and more overseas warehouses cooperate closely with cross-border e-commerce platforms and foreign trade enterprises to realize the linkage of manufacturing, logistics and transportation, multi-warehouse stocking and online sales, and enhance the stability and flexibility of cross-border supply chain. In order to enhance the product competitiveness of small and medium-sized enterprises, overseas warehouse enterprises continue to expand their service functions. The main value-added services include customs clearance integration, supply chain finance, international compliance consulting, precision marketing promotion, personalized customization and other services, as well as guiding foreign trade enterprises to quickly develop new products according to consumer demand. The localization service of overseas warehouses has enhanced the trust of overseas consumers in cross-border e-commerce platforms and sellers.

Fourth, the level of automation and intelligence of overseas warehouses has improved. Overseas warehouses usually include cross-border e-commerce goods storage center, commodity sorting system, warehouse management system, order management system and local logistics distribution system, equipped with automatic transmission lines, sorting lines, three-dimensional warehouse stackers, robots and other automatic equipment, and strengthen the interconnection of related information systems. Overseas warehouse enterprises continue to increase investment in R&D, and independently develop and deploy various operating systems, such as warehouse management system, cargo tracking system, automatic sorting system, intelligent dispatching system, supply chain management system, business intelligence analysis system, etc., to improve the automation and intelligence level of overseas warehouses.

Fifth, the global layout of overseas warehouses has been gradually optimized. Developed countries are the main markets for China’s cross-border e-commerce exports, and they were also important areas for China’s overseas warehouse construction. With the continuous expansion of cross-border e-commerce export market, emerging markets have become the focus of a new round of overseas warehouse layout in China. China’s overseas warehouses are widely distributed in Europe and the United States, countries and regions that have jointly built the "Belt and Road", and continue to optimize their layout according to changes in market demand.

Actively grasp the opportunity of "cross-border e-commerce+industrial belt"

How do you view the role of cross-border e-commerce in empowering industry development?

Zong Fangyu (Director of the Research Office of the Foreign Economic Research Department of the State Council Development Research Center): In 2023, the Opinions of the General Office of the State Council on Promoting the Stable Scale and Excellent Structure of Foreign Trade proposed that all localities should be encouraged to combine their industrial and endowment advantages to innovate and build a comprehensive cross-border e-commerce pilot zone, actively develop the "cross-border e-commerce+industrial belt" model, and drive cross-border e-commerce enterprises to export to enterprises. In June this year, the Opinions on Expanding Cross-border E-commerce Exports and Promoting the Construction of Overseas Warehouses issued by the Ministry of Commerce and other nine departments proposed to vigorously support the development of cross-border e-commerce empowerment industries.

In recent years, based on the industrial base, all localities have actively joined the new cross-border e-commerce track, forming a large number of "cross-border e-commerce+industrial belts" with distinctive characteristics and international competitiveness. Cross-border e-commerce has the advantages of market channel and business model, and industrial belt has the advantages of manufacturing and products. The two are mutually connected and promoted, forming a new model and new kinetic energy for China to participate in international trade. Guangzhou Cosmetics Industrial Belt, Shunde Small Household Appliances Industrial Belt, Yiwu Small Commodity Industrial Belt, Nantong Home Textile Industrial Belt, etc., which have their own characteristics, have quickly become important participants in international trade in sub-sectors with the empowerment of cross-border e-commerce.

Cross-border e-commerce helps the industry to rapidly expand the international market with high-quality products. Cross-border e-commerce has a fast growth and strong driving force, and its proportion in China’s goods trade has been increasing, driving industrial belt products to achieve high growth. On the one hand, cross-border e-commerce improves the efficiency of product exhibition and sales, so that the supply of products is directly connected with the demand of the international market in real time, and the products are displayed and sold to international customers after being put on the e-commerce platform; On the other hand, cross-border e-commerce has greatly expanded the market scope, changing the limitation that traditional product orders are mainly for a certain range of traders and buyers, not only for corporate customers, but also directly for large-scale individual consumers, covering a wider and deeper international market.

Cross-border e-commerce helps small and medium-sized business entities in industrial belts to deeply participate in economic globalization. There are more than 120,000 cross-border e-commerce business entities in China, a large number of which are small and medium-sized enterprises. Limited by the lack of international resources and asymmetric information, some small and medium-sized manufacturing enterprises are limited by manufacturing links and OEM models. Cross-border e-commerce provides enterprises with a convenient "interface" to enter the international market. Many small and medium-sized enterprises quickly become micro-multinational companies, seize the opportunity of internationalization, actively build their own brands, participate in the whole process of product internationalization, and successfully obtain higher added value in the global value chain.

Cross-border e-commerce reshapes the organizational model of industrial belt. In terms of technology and business model, cross-border e-commerce connects the whole chain of industries such as design, procurement, production, logistics, finance, trade and sales through digital empowerment, and promotes the efficient flow of key elements such as logistics, information flow and capital flow. In terms of demand traction, the rapid development of cross-border e-commerce puts forward higher requirements for the response and support ability of industrial belts. After digital reconstruction and industrial upgrading, industrial belts have formed an efficient linkage industrial chain and ecosystem. For example, traditional industrial belts such as textiles, clothing and household products that have joined cross-border e-commerce show a trend of digitalization and intelligence.

Cross-border e-commerce promotes industrial belts to enhance innovation advantages. With the real-time analysis and judgment of cross-border e-commerce consumer demand big data and the efficient and integrated industrial cooperation system, the innovation process of products and categories has become more active, accurate, fast and flexible, thus enabling the industrial belt to form innovative advantages in core competitiveness such as iterative innovation of featured products and leading industrial trends. For example, relying on Guangzhou’s "Cross-border E-commerce+Clothing Industry Belt", the design and listing of a garment has been shortened from two or three months in the traditional mode to more than ten days, forming the innovative advantage of "small order and quick return" and leading the fashion consumption trend.

Cross-border e-commerce promotes the radiation extension of industrial belts and promotes new industrial belts. The high growth of cross-border e-commerce has continuously formed a radiation linkage around the industrial belt, attracting and gathering more specialized resources to join the industrial belt and promoting the industrial belt to become bigger and stronger. At the same time, the innovation speed of cross-border e-commerce format is fast, and the consumer demand is changing with each passing day. Some areas show new features such as diversification, niche and customization, which constantly spawns industrial belts featuring new categories and formats.

In the future, we should actively grasp the opportunity of "cross-border e-commerce+industrial belt" and promote the integrated development of digital economy and real economy. Efforts should be made to cultivate well-known brands of cross-border e-commerce, encourage enterprises with outstanding competitive advantages and great potential to improve their brand international popularity, and drive industrial belts to enhance their position in international trade and global value chains. Using "AI+ cross-border e-commerce" to form a new empowerment for the industrial belt, the breakthrough of AI technology is expected to accelerate the innovation and transformation of the whole process such as manufacturing, R&D and design, consumer demand and business model, and open up new space for the integrated development of cross-border e-commerce and industrial belts. Promote the green transformation of "cross-border e-commerce+industrial belt", introduce green technologies, provide more green products, and form new advantages in green development. Encourage accurate two-way cooperation between cross-border e-commerce platforms and industrial belts, guide more sub-sectors to develop into characteristic industrial belts, and build a platform for more SMEs to participate in the new cross-border e-commerce model. Improve the comprehensive service level of "cross-border e-commerce+industrial belt", increase the cultivation and supply of compound talents, provide a good development environment for business entities, and accelerate the cultivation of benchmark industrial belts.

In addition, official website no longer has the Bureau of Disease Control and Prevention and the Bureau of Comprehensive Supervision.

The above adjustments originated from the Notice on Adjusting the Functional Allocation, Internal Organizations and Staffing of the National Health and Wellness Committee issued by the General Office of the State Council, the General Office of the Central Committee of the CPC (hereinafter referred to as the Notice), which came into force on January 24, 2022. After a lapse of half a year, it was officially updated in the official website of Health and Health Commission, which may mean that the preliminary preparations have been completed and the follow-up work is about to start.

Someone in the industry told Cybertron that before, the medical administration and medical management under the Medical Administration and Hospital Authority were unified. After the adjustment, the medical administration department is mainly responsible for formulating policies, and most of the medical management work is handed over to the medical emergency department.

According to the division of responsibilities given in the Notice, the Department of Medical Administration undertakes to draw up management policies, norms and standards for medical institutions and medical personnel, medical technology application, medical quality and medical services, and supervise their implementation. The medical emergency department is responsible for formulating management policies and standards for medical safety, medical supervision and other industries and organizing their implementation.

After the adjustment, the medical administration department can pay more attention to health management, while the medical emergency department can pay more attention to risk prevention and control, thus playing a complementary role and promoting reform and development.

02

The disease control was transferred to the State Bureau of Disease Control for management.

As an important part of the public health system reform since the COVID-19 epidemic in China, the National Bureau of Disease Control and Prevention has been concerned since it was listed on May 13th, 2021.

In July this year, China CDC held a cadre meeting, at which the relevant personnel changes were announced: Shen Hongbing served as the director of China CDC, and Gao Fu no longer served as the director of China CDC because of his age. At the same time, the meeting pointed out that China CDC has recently been transferred from National Health Commission to the State CDC for management.

This is another major adjustment of National Health Commission’s internal structure, and it also means that National Health Commission and the National Bureau for Disease Control and Prevention have a clearer positioning of their functions and responsibilities in disease control.

Some people in the industry have raised concerns about this adjustment. According to the Provisions on Functional Allocation, Internal Organization and Staffing of the National Bureau for Disease Control and Prevention (hereinafter referred to as the "Three-Decision Plan"), the Emergency Disposal Department of the CDC undertakes the work related to the epidemic situation of infectious diseases, organizes the preparation of plans and conducts drills, undertakes the work of emergency system, capacity and team building, and puts forward suggestions on the variety and quantity of relevant emergency materials reserves, as well as opinions on material demand and distribution in emergency situations. Review the emergency plan of provincial disease prevention and control bureau and guide relevant work.

As mentioned above, the Medical Emergency Department of the Health and Health Commission undertakes the construction of the medical emergency system, organizes and guides the medical treatment and emergency medical rescue work of various public emergencies, and there is a certain "coincidence" in the division of labor between them.

Therefore, some insiders said that the implementation of relevant policies may need to break through two difficult problems: First, how to integrate medical prevention; The second is to clarify the responsibilities and rights of CDC, CDC and other units.
